The workshop will set out the risks within the regime and the commercial landscape.<\/span><\/p>\n<p><span class=\"cf0\">Single source defence contracts for the UK are regulated by law within a Single Source Procurement Framework established by Part 2 of the Defence Reform Act 2014. The law governs how contracts are costed, what profit is allowed, how pricing mechanisms work (including alternative methodologies), and gives MOD significant open book access to the contractor\u2019s data. Understanding the rules is therefore vital to ensure a price is valid and will withstand scrutiny.<\/span><\/p>\n<h3><span class=\"cf0\">Benefits of participation<\/span><\/h3>\n<p><span class=\"cf0\">The workshop will provide you with:<\/span><\/p>\n<p><span class=\"cf0\">An outline of pricing, negotiating, costing, and reporting on single source contracts that are subject to the legislative framework established by the Defence Reform Act. An awareness of the latest regulations, statutory guidance and the significant changes to the framework implemented in April 2024 and the intent of changes proposed for 2026 by MOD. A framework within which your company can reach decisions about pricing and reporting relevant to its internal structure and methods.<\/span><\/p>\n<h3><span class=\"cf0\">Workshop content includes<\/span><\/h3>\n<p><strong><span class=\"cf0\">The Regulatory Framework:<\/span><\/strong><\/p>\n<ul>\n<li><span class=\"cf1\">Applicability of the legislation<\/span><\/li>\n<li><span class=\"cf1\">The pricing formula, allowable costs and profit calculation<\/span><\/li>\n<li><span class=\"cf1\">Pricing contract changes<\/span><\/li>\n<li><span class=\"cf1\">Risks of single source amendments to non-QSC\/QSCs and converting pre-existing contracts to qualifying contracts<\/span><\/li>\n<li><span class=\"cf1\">Records, MOD price investigations and access rights, confidentiality<\/span><\/li>\n<li><span class=\"cf1\">Reports and reporting<\/span><\/li>\n<li><span class=\"cf1\">SSRO \u2013 its powers and responsibilities<\/span><\/li>\n<li><span class=\"cf1\">Compliance<\/span><\/li>\n<li><span class=\"cf1\">Current issues relating to the Act, Regulations and statutory guidance, and prospective changes<\/span><\/li>\n<li><span class=\"cf1\">Treatment of contracts outside the Act<\/span><\/li>\n<\/ul>\n<p><strong><span class=\"cf1\">The Pricing Formula:<\/span><\/strong><\/p>\n<ul>\n<li><span class=\"cf1\">Pricing methodologies including the \u2018alternative\u2019 methods<\/span><\/li>\n<li><span class=\"cf1\">Review of the latest allowable cost rules<\/span><\/li>\n<li><span class=\"cf1\">Review of contract profit rate and adjustments<\/span><\/li>\n<li><span class=\"cf1\">Review of cost, contingency and risk estimation requirements and implications for suppliers<\/span><\/li>\n<li><span class=\"cf1\">Legislative changes planned by Secretary of State for 2025\/6<\/span><\/li>\n<li><span class=\"cf1\">Pricing of sub-contracts and changes<\/span><\/li>\n<li><span class=\"cf1\">MOD\u2019s rights to perform post award audit.<\/span><\/li>\n<\/ul>\n<h3><span class=\"cf1\">Workshop Leaders<\/span><\/h3>\n<p><span class=\"cf1\">The course is led by <strong>Tim Watkins<\/strong> and <strong>John Ashley<\/strong><\/span><\/p>\n<p><span class=\"cf1\">Tim was a Chartered Accountant who has 20 years\u2019 experience in senior finance positions within major UK defence companies. Tim was involved in the industry team working with the MOD and Review Board maintaining the Yellow Book arrangements. Tim now acts as an Industry Technical Advisor on Defence Reform Act\/Single Source Contract Regulation (DRA\/SSCRs) regime and was involved in the development of the DRA\/SSCRs with the MOD. He now provides training and advice either directly to companies or to industry through ADS.<\/span><\/p>\n<p><span class=\"cf1\">John is a Chartered Accountant with substantial experience in both the private and public sectors. He was a key member of the MOD team established to develop the current single source procurement legislation and to engage with industry during ongoing consultation.
