Fireside Chat with General (Ret) Philippe Lavigne
ADS and Council on Geostrategy are delighted to host General (Ret) Philippe Lavigne, Supreme Allied Commander NATO Transformation 2021-2024 (SACT) for a Fireside Chat event to discuss ‘Shaping the Future of the Alliance: Winning as a Team’. The session will focus on how NATO can stay ahead of the curve, outpacing its adversaries and competitors in a volatile world.
This Fireside Chat will cover key topics from future NATO capabilities requirements to strategic partnerships and military planning.
It will explore some of the following questions:
- How is NATO leveraging industry partnerships and private-public cooperation to stay ahead of adversaries and ensure readiness?
- How has Allied Command Transformation (ACT) improved its proactive military strategic shaping and planning?

- What key steps is NATO taking to integrate at a faster pace conventional air, maritime, land, space, cyber capabilities, along with the use of emerging and disruptive technologies?
- How does NATO plan to enhance the utilisation of wargames as strategic tools in 2025 and beyond?
Biography
General (Ret) Philippe Lavigne
From fighter pilot to commander of the French Fighter Air Force, General (Ret) Philippe Lavigne has seen action in numerous operations, including in the Middle East, Balkans, and Afghanistan, and participated in various international exercises. His career spans positions in the joint headquarters for operational planning (J5), where he honed his understanding of military strategies, essential skills, and the “win-as-a-Team” spirit.
Serving as the French Secretary General for Defence and Security, he gained critical insights into inter-agency cooperation, crucial for today’s resilience strategies.
As Chief of Staff of the French Air and Space Force, General Lavigne spearheaded the creation and implementation of a forward-looking strategy, maintaining air superiority, fostering innovation, and integrating space operations to meet joint military requirements.
As Supreme Allied Commander for NATO Transformation (SACT), he tackled the challenges of a rapidly changing global environment, promoting the ‘one for all and all for one’ mindset, and ensuring NATO’s readiness to deter and defend across physical, psychological, and virtual domains. His focus on integrating emerging and disruptive technologies has been instrumental in enhancing civil-military and private-public cooperation.
